Actually the way the ads are worded implies that ANY Dragon Age purchase (CE or reg) will have the armor.
Yeah, as long as you buy a new copy of the game, either collector's edition or regular edition, you get the mass effect armor and the shale character downloads. The CE comes with a further 3 exclusive in-game items, a making-of dvd, and a cloth map bundled inside a metal case.
